Renting an apartment in China is a chain of separate decisions: identify the real property and lessor, inspect the home, agree on rent and every additional fee, read the contract, document the handover, register your accommodation, and then connect utilities and deliveries. The most expensive mistakes usually happen when a renter treats a listing, a spoken promise, or a payment screenshot as if it were the complete agreement.

This guide follows an ordinary first urban rental from viewing to the first weeks at home. It explains the national housing-rental framework, separates it from city-level procedures and market habits, and gives you the Chinese needed at each handoff. It is practical information rather than individual legal advice; for a large payment, unusual lease, or disputed bilingual contract, obtain qualified local help before signing.

1. Define the real budget and arrange the viewing

Start with the total monthly and move-in cost, not only the advertised rent. Ask whether the price includes the property-management fee, heating where relevant, internet, parking, or other recurring charges, and who pays water, electricity, and gas. Also ask the deposit, rent-payment schedule, agency fee, earliest move-in date, and minimum lease term. A phrase such as 押一付三 describes a proposed deposit and payment rhythm; it is not a nationwide legal formula.

When arranging a viewing, confirm the exact residential compound, gate, date, time, and contact method. Large compounds can have several entrances that are not connected for visitors. Ask for a live map location and the building number if available, then confirm whether you are meeting the landlord, an authorized representative, a rental-company employee, or a broker.

Listings should still be treated as an invitation to inspect, not proof of condition or legal right. Under the national housing-rental regulation, professional rental businesses must publish accurate, complete, consistent information, while brokerage agencies must verify the party, ownership information, and property before listing. Those duties improve accountability but do not replace your own viewing and document checks.

2. Inspect the apartment as a place you must actually operate

View the exact unit you may rent. Check doors, windows, locks, water pressure, drainage, hot water, air conditioning or heating, visible damp, noise, natural light, mobile signal, and the appliances promised in the listing. Open cupboards and look below sinks for active leaks. Ask which items stay and which belong to the current occupant.

Inspect the building as well as the room. Test the route from the compound gate, identify the elevator or stairs, property office, parcel area, waste point, and bicycle or vehicle access you need. Confirm whether movers can enter, whether an elevator reservation or protective covering is required, and whether delivery workers normally reach the door, a gate, or a locker.

The 2025 national regulation says rental housing must comply with building, fire, gas, and interior-safety requirements and cannot endanger health or safety. Non-residential spaces such as kitchens, bathrooms, balconies, corridors, basements, storage rooms, and garages cannot be rented separately as living rooms. If the physical layout contradicts the listing or looks improvised, do not let a low price rush the decision.

3. Verify who can rent the home and who should receive money

Before transferring rent or a deposit, match the people and property to the documents. For ordinary urban rentals covered by the national housing-rental regulation, the lessor must show identity material and the real-estate ownership certificate or other proof of a lawful right to rent the home. The lessor also verifies the tenant's identity. If a representative signs, ask for the authorization; if it is a sublease, ask for proof that the arrangement is permitted.

Distinguish a landlord, a housing-rental operator, and a brokerage agency. The name of the actual lessor should appear in the lease. A broker provides an intermediary service and must clearly display service items and prices without adding unlisted charges. The regulation prohibits a housing-rental brokerage agency from collecting or paying rent and deposits, so do not casually send the main rental money to an individual broker's account.

Verify the payment recipient and account in the signed agreement, request a receipt for each category, and label transfers clearly. A platform profile, business card, or chat history is useful supporting evidence but does not replace identity, authority, ownership, and contract documents that point to the same transaction.

4. Put every important promise into the written contract

Read the lease before paying. The parties should sign with their real identities, and the contract should identify the apartment, permitted use and occupants, lease term, rent, payment dates and method, deposit, utilities and other fees, furniture and appliances, repair duties, access rules, renewal, subletting, early termination, breach, handover, and dispute process. If two languages appear, make sure the versions match and the agreement says how inconsistencies are handled.

The deposit deserves its own check. China's housing-rental regulation requires a contract that involves a deposit to state its amount, return time, and permitted deductions; the lessor may not make an unjustified deduction outside the agreed circumstances. The national 2025 model contract also provides for a deposit receipt and describes return after relevant charges are settled, subject to the completed agreement. Photograph vague blanks before asking for revisions, then keep the final signed version and payment records together.

Read the exit clauses as if your plans have already changed. Ask what happens if you leave early, renew, replace a roommate, transfer the lease, damage an item, or return the unit late. Do not rely on 'we can discuss it later' for a condition that could cost the deposit. Sign only the completed version, receive your copy, and do not accept a later page substitution.

Housing-lease filing and your immigration accommodation registration are separate procedures. The national rental regulation places the filing duty on the lessor through the housing-rental service system and allows the tenant to file if the lessor has not. The responsible platform, documents, and local workflow vary, so ask how the contract will be filed and how you will obtain evidence of filing.

5. Turn the handover into a dated condition record

Do not treat key collection as a ceremonial final step. Walk through the unit with the handover form before signing it. Count every door key, mailbox key, access card, remote control, and other item. Photograph each room, wall, floor, appliance, piece of furniture, existing mark, and water, electricity, or gas meter reading with the date preserved.

Test the locks, lights, outlets you can safely test, water heater, taps, drains, air conditioning or heating, refrigerator, washing machine, stove, exhaust fan, and provided internet equipment. Record a fault even if someone promises to repair it tomorrow. The handover record establishes what existed before you used the home and gives the repair promise a specific item and date.

Confirm emergency controls such as the water shutoff and, where safe and appropriate, the electrical panel and gas shutoff. Ask who to contact for repairs, what the property office handles, what the landlord handles, and when a tenant may be charged. Do not sign 'no problems' while an unresolved problem is only in a chat message.

6. Complete both rental filing and accommodation registration

A signed and filed lease does not automatically complete a foreign tenant's accommodation registration. Under China's exit-entry rules, a foreigner staying somewhere other than a hotel—or the person providing the accommodation—must complete registration with the local public security authority within 24 hours after arrival at that residence. Bring or prepare the passport or other valid travel document and the housing material requested for the local process, commonly including the rental contract or ownership information.

Ask the landlord or agent for practical help before move-in because they know the property documents and local office. National Immigration Administration guidance introduced online registration and says it has the same legal effect as on-site registration, but rollout and eligibility have been expanding by region. Check the current NIA 12367 platform or local public-security instructions instead of assuming every address can already use the same online path.

Keep the completed registration record. Moving to a new apartment changes the place of accommodation, so treat the new address as a new registration event unless current official guidance specifically says a simplified rule applies to you. If the host, landlord, or platform gives an answer that conflicts with public-security guidance, contact the 12367 service line or the local authority.

7. Arrange the move and write the address from large to small

Give the mover both complete addresses, the date and arrival window, number and approximate size of boxes, large furniture or appliances, elevator access, walking distance from vehicle access, and whether workers must carry items upstairs. Ask whether the quote covers only the vehicle or also labor, stairs, waiting, tolls, parking, packing, disassembly, and reassembly. Send photographs when size is hard to describe, then confirm the final scope and price in writing.

Coordinate with both compounds. Some buildings restrict vehicle access, require advance registration, protect elevators, or allow moves only during certain hours. A driver reaching the south gate does not guarantee the truck can reach your building. Confirm the contact person and phone number for the moving day, and keep valuables and essential documents with you.

For deliveries, build the address from city and district down to street, residential compound, building, unit, and apartment number. Include the recipient and a reachable mobile number. A parcel may go to the door, gate, property desk, delivery station, or locker depending on the carrier and compound, so use the first delivery to learn the actual local handoff rather than declaring one method universal.

8. Connect utilities and establish the repair route

Use the contract and handover form to identify who pays each charge and where to find the account number. Water, electricity, gas, property management, heating, internet, and parking may use different providers and payment channels. An Alipay or WeChat utilities menu may be available, but it is an interface, not the legal allocation of a bill; the contract and provider account determine whose charge it is.

Record the starting meter readings before linking any account. Ask whether the account remains in the owner's name, whether arrears exist, how bills are issued, and whether a balance or prepaid amount transfers with the apartment. Keep the first successful payment record and compare it with the next meter or usage statement instead of assuming every QR code belongs to the correct account.

Learn the boundary between 物业, the property-management office, and 房东, the landlord. For a leak or electrical smell, protect safety first: shut off the relevant supply only if you know how to do so safely, prevent further damage, photograph the condition, and contact the appropriate party. Describe the room, item, severity, what you already tried, building-unit-room address, and a time when someone can enter. Confirm who authorizes and pays for the repair before accepting non-emergency work.

When meeting neighbors, a brief introduction can make daily life easier without creating an obligation for friendship. If moving may be noisy, a short advance apology is considerate. Avoid broad claims about what 'Chinese neighbors' expect; building rules, age groups, and individual preferences differ, while reasonable noise and common-area behavior are usually the practical issue.

Common misunderstandings for a first apartment

A common payment pattern is not a law. Deposit size, how many months are paid at once, agency charges, and included utilities must be confirmed for the actual transaction. A listing price is not the total move-in amount, and a chat promise is not a substitute for a completed contract clause.

The broker is not automatically the lessor, and the person with the key is not automatically authorized to rent the home. Match identity, ownership or lawful rental right, authority, contract name, and payment recipient. Under the current national regulation, a brokerage agency has defined verification and pricing duties and cannot act as the casual collection account for rent and deposit.

Lease filing is not foreigner accommodation registration. Ask who will file the lease and retain proof, then separately complete the public-security accommodation registration within the required time after moving. Online availability and local documentation can change, so verify the current channel rather than copying another city's steps.

Finally, 物业 is not a universal repair department and 房东 is not automatically responsible for every bill. The contract, property rules, cause of damage, provider account, and urgency affect the route. Build a small home record containing the signed lease, filing and registration evidence, handover photos, meter readings, receipts, account numbers, and contact list; it is more useful than searching old chats during a leak.
